Serzh Sargsyan is President of the Republic of Armenia. Harut Sassounian is the publisher of The California Courier. In the Roadmap to Nowhere or New Delay Tactic article (see above), author Sassounian refers to a Policy Brief issued on April 9, 2010, by Thomas de Waal. Mr. de Waal is a Senior Associate at the Carnegie Endowment for International Peace. The brief was presented just before the start of the Washington Summit.
